Learning Objects in Web 2.0

I am considering what to do with publishing JEM content on the portal, whether to add our WALTER repository or to adopt and customize the current platform, Drupal - more in line with Web 2.0 technologies. In trying to clarify a strategy, I found some very similar doubts posted by D'Arcy Norman- one of the developers of the CAREO repository. Since we need to provide best practice examples of e-learning material, and also ensure that the quality review is a process involving all stakeholders, one wonders whether evaluations (e.g. stars, grades) from users are a good way to go. For instance it would be very easy to allow reviews and grading on items that are published here as Software. Just to try.
